Formerly military housing, Kapilina Beach Homes has been transformed providing residents access to secluded beaches, pristine lagoons, and first-class amenities. Belt Collins welcomed the opportunity to assist in the transformation working with the Owner to develop the oceanfront amenities that support over 1400 housing units.

Belt Collins provided master planning followed by landscape architectural and civil engineering services for the entrance area and community recreational facilities located at the Kapilina Beach Homes. The secluded and lovely beachfront area was enhanced to provide recreational facilities that complement the setting and support the community. The improvements were focused along the spine of the main entry road from the entry to the beach park, which is the window to the ocean for the community.

Pool Area

The Community Center which is situated on an approximate 2.8-acre site has a multi-purpose building, leasing center, resort-style pool, kiddie pool, and communal spa. The park amenities developed included a splash pad/park in an approximate 1 acre area with about 3,000 square feet of water park and 5,000 square feet of landscaping, a ¼-acre dog park, and a slightly over one acre beach park with beach showers, barbecue areas, hammocks, shade sails, tables, chairs and picnic tables. Parking, shade trees, and signage were also provided at all the park areas. The beach park site and new buildings and outdoor use areas were built up in elevation to be a safe harbor from flooding.

In addition to designing the entrance, community center site and park improvements, including layout, grading, drainage, irrigation, water and sewer system, paving and planting, Belt Collins also completed an assessment of entitlements and approvals required by the State and County governments for the transfer of the Iroquois Point and Pu‘uloa housing areas from federal to private ownership under state and municipal jurisdiction. Included in the assessment were analyzing scenarios for formation of a private utility company and upgrading to County utility standards for dedication to address removal of irrigation, water and sewer service development constraints.
